Fully cook salmon fillets, set aside to cool, crumble salmon and add tuna(can) drain, add 1 egg per can of tuna, in a separate bowl take breadcrumbs and mix milk to soften breadcrumbs

Put combined fish & egg(s) into breadcrumbs mixture and form balls then small disks sear on a hot pan and flat top grill each side and bake in oven 350
