Place uncooked chicken breasts (frozen or thawed) in the bottem of the crockpot on high.

In a large bowl, combine brown sugar, vinegar, soda, soy sauce, garlic and pepper. Mix well. Pour over chicken, should just about cover but not completely.

Cook on high for 6-7 hours. Remove the chicken, it should be very tender but not completely falling apart.

Pour sauce from the crockpot into a saucepan. Boil on high 2-3 minutes. In a small bowl, mix corn starch and water. Measurements must be accurate between corn starch and water to avoid clumps of corn starch. Pour the mixture onto the boiling sauce. Stir continuously until the sauce thickens. Remove from heat and let stand 5 minutes.

Return the chicken to the crockpot, or line them in the bottom of a deep baking pan. Pour sauce over chicken and serve.
