Yeah, this is Philippine style spring rolls. It calls Lumpia.

Cutting a HALFMOON with plastic bag to make of it a half of triangle.
And put a meat very crops the base of triangle,
Rapped once, and both side, rapped again.
To make sure a edge of spring rolls need
pasted with mixing flour and water.
